According to documents presented during the hearing, more than 99.5 percent of approximately 1,600 public comments submitted ahead of the vote opposed the project. Opponents argued the arch would overshadow Arlington National Cemetery and alter historic sightlines between the cemetery and the Lincoln Memorial.
